For some reason I have a hunch that Elgar'nan was supposed to be defeated at an earlier point in the game and the final boss was meant to be Solas. Idk but after Solas escapes, Elgar who wanted to tear open the Veil instead decides to seize Minrathous together with the Venatori (the choice to defend it earlier is invalidated since the Venatori uprising still happens) and Solas is dealt with afterwards in a cutscene. I'm not sure if there was a point in development where Elgar and Ghilan could be defeated in whichever order and the other would be the final boss, or if there was supposed to be a whole other quest after Elgar'nan's defeat. But the way it's put together now feels odd.

Here you can't actually speak to a single shopkeeper to ask questions and get some lore bits. You can't ask party members questions about their background, religious beliefs, upbringing, their factions, etc.
