Some of them simply don't know what the audience wants. They just don't fucking get that melee is more or less its own completely unassailable thing, divested from the rest of the genre. Melee players will literally never ever give it up, so it is pointless to appeal to them. And yet so many keep trying.
The next problem is that devs seem to just not understand that if you want to compete with smash bros, you have to actually be able to compete with smash bros. Your platform fighter has solid gameplay? Great, so does smash bros. In order to compete with smash bros you have to have both solid gameplay AND an interesting roster, and nobody has managed both yet.
and of course, there is always the mvs problem of fucktarded devs insisting on being greedier than their game is worth.

Harley for example can spam short hop nAir and since it's a multihit and the mobility was buffed you have more chances to oki/juggle any poor soul after ground bounce/tech

Stemmed from a couple things: people hated characters being locked the the Battlepass for a month and people kept saying they hated the grind to unlock characters and they'd rather just drop $30 for the base roster. So they shifted shit around to make unlocking specific characters (especially brand new characters) more of a pain in the ass, but now it's $50 to unlock everyone. Shifting everyone over to Fighter Road is supposed to incentivize people who don't have most/all the roster done to look at the cost of buying a fighter with money ($10), say fuck it, and just buy all current characters outright. And with how things are built, there's more incentive to try and have every character now because then it makes getting new characters easier as long as you're regularly keeping up with the game.

Basically trying to give some of the players what they want while shifting how to monetize the aspect of character acquisition.
