Mobbing Valby wants an extra 50% range because more overlapping puddles = more damage, so take amplification control with probably the big puddle trans mod or supply moisture (and if you are running mobbing-supply-moisture build some crit, else run critless), also you may want duration so your puddles last longer depending on what and where you are farming. Bossing Valby just wants more duration for uptime on puddles for Supply Moisture. Gluttony Valby wants the bubble bullet mod specifically, of course. Dimension valby is good for more coverage, but fusion or neutral valby can pack more single target damage with more ticks-per-second from bubble bullet and laundry bomb, so both options are viable. Bossing valby probably doesn't care either way though. While she has dimension skills, she really doesn't get much out of multalented due to her long cast animations on big puddle and the fact the bonus starts along with waterway rather than after. Decimator is an ok idea for mobbing valby since laundry is a debuff and she has multiple types of low damage tick dot.
