The question of why old battle passes won't return may be answered by looking at how Fortnite currently advertises itself as a product. Obviously you could look at the constant factory of new things advertised as "NEW" by the game's social media, in-game shop and various comped hype beasts (who are just paid advertisers) and come to the conclusion that this game is always interested in moving forward, not backward. It's why instead of repurposing an older Deadpool skin to appear in the shop legal questions aside Epic would instead rather develop a new, more detailed Deadpool with a comic book filter and also bundle him with a similarly designed Wolverine. Battle pass items at this point are more like souvenirs for an earlier period in the game's history, for better or worse. For the same reason Disneyland is not going to bring back it's Year 2000 "new millennium" commemorative drink cups regardless of how many people insist the cup looks better or has a nicer color, this is the same reason old battle pass skins are likely to remain locked away. Commemorative is probably the most fitting word. When people are being honest with themselves, the only genuine hang-up with battle passes remaining exclusive is some characters (Darth Vader for example) remain unobtainable despite having evergreen appeal. But again, this is something that Epic seems interested in solving by taking the existing character and producing new skins. If battle pass skins ever returned to the shop and I can't emphasize enough how unlikely this is characters like Darth Vader would probably be exceptions to the rule, and I guarantee that return would be milked endlessly, stringing along players who will then insist "b-but VADER returned bro, that means the rest can! We just have to wait and keep spending money! It's happening!"

If battle passes weren’t going to be put for the offer catalog, then they would be in the original location with the new passes being in the “offer catalog” instead. The feature needs the files in the same folder so it can call them on the directory. This is how it loads assets, and it’s how it works with loading models, animations, images, and images of the bundles it calls for in the offer catalog.
