It's a +3, with damage, utility, and a light source all in one package. Technically, Shar's Spear of Evening is even more broken, but it requires you to be evil and it's just overkill at that point.

Temporary HP is good, but it's not just free EHP in this case - it's the resource that the build relies on, and you can't replenish it as easily as HP. Once it's gone, you have to burn another Action (charge). It's a strong starter if you want to cheese with dual hand crossbows and have the safety of range, but Druids don't get that weapon proficiency; drow do if you want to go that route, but this is obviously limiting.
