He still can do most of the things before, but his opportunities to do so are thinned out a lot when he can't draw level 5 fire cubes and lasers is so much less plus. Those spells were a big deal for letting him set up that strong singleplayer situation because a lot of spells in Test Case 3 are just utility and spells like Arpeggio and vacuum staff are a lot less useful on their own, they need something plus to cover them being set up and while he still has ways to do that, it doesn't take much playing him to feel how much less plentiful they are. He still has a lot of good things about him, but his ability to lock you down was always the best thing about him and what made people consider him strong even if some other things were lacking. It's true 2D is amazing, but a lot of his other normals are lacking, some characters can make him feel really ineffectual in neutral, but he still can lockdown everyone just the same even if it's harder to get to that point with some. Now he has those same issues, but the situation that made him so strong before has become much harder to attain, even if it is just as strong once it's set up. I don't think he's bottom tier or anything, but I do think he was meaningfully nerfed.
