The third stat that should always just be the element of the operative. You get it when you level a logi to level 15 and it's reroll able separately from the 2 main stats. Also you can feed a previously leveled logi to a different one and it'lll give 100% of the exp you gave it so at the start of an event it's fine for you to get a starting set of the event logis and just level them up cause youll be able to feed them into logis with better stats without losing exp anyways.
