It would even make sense to have some brutality in play which would warrant enmity from a player. Flotsam is no better. A bird's eye analysis of what they represent is at best an ill-conceived group of guerrillas with a hopeless cause as their primary aim, with no sufficient reason provided to conduct the activities they do. Jammed up against the Cannibals, at the ready for predation by the vastly more powerful UC & Shek even if they do succeed... it's a bizarre inclusion which feels wholly tacked on to the space. Moll reads as a kind of agent of the imperial military though that interconnection is never established. What we have is additional chaos for the sake of its existence. I'm not sure if it qualifies under the rule of cool, so. Take it how you will. I would've cut the content or at least done a few passes on its inclusion.
