And even if you don't use the skills now, its the same number of seals to get him to Overclock 2 or 3 before you get the freebie, versus getting him to Overclock 2 or 3 after the freebie, and doing it after loses all the fuse skills, even if you aren't going to use them. That's just leaving free skill options on the table.
