You aren't really supposed to focus on precise positioning of your units in 4x rather on production and overwhelming the enemy with a superior tech or proper counter. I'm sure there are games that don't have tiles (like Aurora) but they are going to be pretty niche for that reason. RTS or total war or I dunno table top wargame simulators probably cover that niche better.
