Quick example: I can tell your texture loading issue is the result of you trying to squeeze +60% more into your VGA's VRAM than it physically has and the game can't replace them quick enough. No wonder as BG3's VRAM usage only falls below 4GB at Low (and your OS allocates a few hundred MBs to begin with), so you shouldn't have expected to go above that scot-free. I also hope you're running your OS and the game from an SSD already. If not that's the only reasonable upgrade you might consider (in the meantime there's a Slow HDD option in the game's settings) but otherwise it's not worth to invest anything to your rig.
