It's great for entity transport as it can go from point A from point B in a straight line through the air. Unless you have a convenient uninterrupted body of water between A and B, the happy ghast should be better. It's also the best for aerial shots.

I've played around with the server.properties and then editing the level.dat, but every time I delete the tag in the "disabled" section and add it to "enabled", it just gets reverted when I start the server up.

If Mojang really did want to nerf the Elytra, it would be better to nerf rockets instead. Changing it so rockets can't fire underwater or in the rain would have mostly the same results as making the Elytra unable to work in the rain, except you wouldn't randomly plummet to your death immediately if it started to rain. Making rocket, even chargeless rockets, explode in your hand and do damage if on fire or in lava would have the same effect as as the Elytra not working in lava, but it would make more logical sense. And this still wouldn't change the Elytra in the End.

The elytra isn't the issue, the rocket boosting is. It's illogical anyway, lmao, just hold onto a rocket while launching it. Mojangs idea of wrecking durability on rocket launch instead by gliding time, was alright.
Not being able to launch one while in rain or water is alright as well, then you really got that riptide trident useful.
Elytra should take massive durability damage when you rocket launch yourself into something as well. This close travel that people do when they build something, where they launch themselves head first into a block to get there and deliberately crash, is dumb. Use an enderpearl.

Instead consider an ideal minecraft player who isn't a five year old in creative mode, but also isn't a cheater who looks up everything on youtube and copies farms. Without rockets, the elytra is only a glider that is barely useful. If you don't have a creeper farm and take them on yourself, you would never consider this to be overpowered.
If someone creates a farm himself and figures out that he can filter creepers with trapdoor ceilings and cats, the commitment necessary justifies the reward.
Then add the effort to get Unbreaking III and Mending books, because you can't put an Elytra into an enchantment table. An ordinary player doesn't do a villager trading hall, for his personal gear it is much quicker to use the enchantment table. He probably doesn't even know that you can reroll trades.

I think this is more about the general question of whether or not you should care about people who spoil their own fun and are incapable of doing anything without a youtube tutorial.

A trapdoor is a trap door, it's a trap.
A black box grinder with mobs walking over trapdoors in an ordinary minecraft world, without following a youtube tutorial, will be slower than even a spawner farm.
And endermen griefing and lightning burning shit down are detriments of prolonged afking. Assuming that an ordinary player would want to sit in a box and leave his PC running over night in the first place. In reality, nobody wants to do that.

When i faced that challenge, i "only" read the minecraft wiki. I knew that you can make a room where only creepers can spawn with trapdoor ceiling and i knew that cats shoo them. Yet what i came up with was so slow that i always run out of rockets. I had sugar cane in my ender chest and if i got stranded, i waited for night to kill some creepers to craft some. Despite having a creeper farm.
And to get Unbreaking III i traveled from one village to another to find a librarian to level him up in the hope of a trade. I didn't know that villagers could change jobs and didn't know that you can reroll them.
That post-ender-dragon stage was the best time i ever had in a game.

If you go to youtube to copy a block by block tutorial of a farm or look up exploits, you KNOW what you are doing.
If you built an afk fish farm in 1.7, you knew what you were doing.
If you bought a game guide or a cheat book in the 90s for your PlayStation game, you knew what you were doing.
If you played Tomb Raider 4 and called your friend to tell you the solution of a riddle, you knew what you were doing.

Such people should not be a consideration. A developer shouldn't even acknowledge their existence. Except if they use exploits on a server to spoil other peoples fun of course. But that is arguably the job of a server admin.

While flying with an elytra, using a rocket should have a 2% chance of misfiring, which kills you on the spot.
And where your remains land, a fire will spawn and burn up the items. Except if you had netherrite armor, then a cactus will grow.
But you can avoid this by wearing four pieces with Blast Protection V. In which case the elytra will only break, but you will survive with half a heart and you have to water bucket clutch. But you have to two 360s while clutching, because your elytra is ablaze and only this can put the fire out. If you don't do it, you will catch fire, which takes your last 0.5 hearts and kills you.

However, in order to wear four pieces of Blast Protection V, you will need it on the Elytra as well, and the Elytra can't have that.
For that purpose, a new ob is introduced: The pangolin.
If you feed the Pangolin a coconut while playing the Lena Raine - Creator music disc (only found in ominous vaults in trial chambers) he becomes a Happy Pangolin and if you throw an item on the ground and an enchanted book, he will eat both and poop out the enchanted gear, which also works with elytra and blast protection, that the anvil can't do.
To promote Happy Pangolin usage, the anvil got nerved by doubling its level requirements.

Make a minecart track that gets to a destination by going through the nether and see how comfy this is.

While I agree with nerfing/disabling rocket boosting, I still really like the elytra for navigating a local area I travel around a lot in. I think my main issue with elytra is how it cuts out the most fun aspect of minecraft, which is trotting about and finding little interesting bits of the world on foot or horseback.

What I think would work for making the elytra not useless but also not usable for exploring new terrain is requiring an infrastructure of some kind. I do this in my create servers with a machine that emits a strong windforce you can "bounce" off of but you need to build these structures in order to use elytra for more than a hundred blocks.

by far not the best option but i have this in my testing world from when i was experimenting with ways to make them lossless. theres a minecart hopper inside the netherrack block and then a hopper under that.

the last one I made used cauldrons and a minecart on a halfslab, I don't know if that's been broken since. even when it worked it still had some "leaking" (chickens that didn't die or feathers/chicken in the egg dispenser)

current meta for early game food farms is a hoglin farm.
provides infinity porkchip, plenty of tutorials on youtube, and its doable very early game, as soon as you can get above the nether roof, which is basically day1 sort of stuff

I think the more important thing is that people would hate how MODERN MOJANG would implement Creepers.
