Its usually a pick between more skills, more substats or more energy. This is largely to enable a double rainbow or 3 card in a training faci fishing playstyle that usually enables you to race 18 times while capping speed and getting good substats. And this playstyle is almost always power starved because youre relying on pressing speed youd have to use parents to supplement the power to abuse speed cards. Rice is actually a good card because 15 te is god tier for a filler card and the rare thing about it also gives a globally used skill. same can be said about riko. Now the issue is if youre only sparking once you are not going to get raisu to a higher lb and even at lb2 rice has 3 race bonus which makes her daiwa scarlet tier. and you only have 3 slots for the substat slots and you always want high te, high energy or really op hints for those slots.
