I kind of want to make a GTA-type game that's hyper focused on emergent gameplay and situations. If you've ever seen a streamer speedrun GTA games and all the crazy stuff happening to them or the AI doing crazy things, I'd kinda want to somehow make where that happens more often and with more intent. But I don't know how to code and I kind of don't want to commit to any project anymore after my games flopping so I don't know what to do with it.

Photobashing is comparatively easy but making those character and prop textures look good is still quite a bit of effort and requires some skill in digital painting and image manipulation. I think the reason it's not used more is that people learning 3d modeling today wouldn't be familiar with it.
