At 400 you get one ticket, at 435 you get a second, and at 443 you get a "rebirth level". You either spend a single ticket by itself to random unlock a costume, OR you spend a ticket + "rebirth level" to unlock an outfit of your choice. This means if you 443 the previous season, you can unlock one random outfit plus one outfit of your choice. Or you can do 2 random unlocks and save the rebirth level, which only gives marginal buffs that aren't worth it - when out of combat you get 0.5% movespeed and 2% increased hp/sp recovery.
