Just nerf SMG base spread. If a guy is 50m away the SMG should not be able to reliably hit him. If you take an SMG you should be locked into short range combat, the same way you are if you take a shotgun. And if you don't like being locked to short range then it's open weapons so you can take a longer ranged gun instead.

You need different missile aerodynamics, propulsion, guidance, and payloads for that.
