No. There's a spreadsheet with the drop rates and some are artificially lower than others. You have the best chance of S and Ex tiers on the highest difficulty. But each different ability actually has its own drop rate. So the chance of getting an S is already low, but if you get an S, getting quickstep or Mana Infusion is much less likely than getting Healing for example.

As I understand, it's best to equip your attacker with a Portrait that gives high base ATK as well as a good offensive effect.
I think the best portraits for attackers are still "The Savior's Apostle" (OriKiri) and "A Dream of a Little Mermaid" (SayaKyou).

Yeah, I think they kinda fucked up with the memoria design. Basically everything is worthless. MagiReco had some memoria that was were "the best" but there were alternatives and niche use cases and trade offs and stuff. In Exedra it's like, there are 4 good memos and thats it.
