Mei has sucked long before the ER. Mei has always been the worst written of the main girls. Bronya suffers from her arc being wrapped up in the first Quarter of the game and being left to flounder with scraps for the rest of the game, but at least she got a full arc and resolution. Unlike elysia, kiana always comes in a package with mei unless she's an mc of a game. You can't expect her to be huge when barely anyone in hsr knows her.
