To keep Sonic moving slow, I simply don't hold forward, but I tap it instead. I actually haven't tried this on controller since I don't know how to setup a controller on my pc. But yeah, since Sonic's controls are pretty much momentum based I tap forward only enough to move Sonic at a comfortable speed, and when I want him at max speed I just hold it forward/thok. I'm also an old man pushing 30 at this point so way back when I used to play the phased out race/circuit mode for this game so I'm used to the controls.
