I'm making an engineer as my first character and I'll play the story in order. Is it worth using my 80 booster just so I get exotic gear and somehow use an elite specialization? I found the other specs way more fun when I tested in pvp

Conduit is up there with the other broken VoE specs in damage, though it might get smacked down in a week.
Herald is bottom-tier damage but people still like to have them around for ease-of-use and to have the Stability roads from Jalis.
If the new specs get properly brought down to earth, Renegade is still relevant as an alacDPS.
Vindicator struggled to justify existing in group content prior to VoE, so it's at least temporarily obsolete unless the balance patch murders everything at 47k+. It's still good as a solo spec though

I don't know how strict you are about what does and doesn't count as meta but IMO Conduit and Herald still clear the bar, Renegade and Vindicator don't quite but they're still playable and could easily be there if other stuff gets nerfed in a week
This is just PvE, you'd have to ask someone into PvP/WvW how it's doing in those modes.

When you say "core class" do you mean without an elite spec? I don't know if there are really any standouts that work especially well with Celestial stuff without an elite spec. Usually what you're looking for with Celestial builds is something that mainly deals condi damage (Celestial is kinda poo for power damage) but also has a lot of self-boons to use the Concentration and some decent self-healing to stretch the effectiveness of the Toughness/Vitality.

Firebrand is kind of the ideal Celestial spec for that reason, Scourge is another classic, etc.
But if you're looking for core specs then I'm not really sure. Engineer might be good?

Are you having trouble tagging because you can't get to the events before they end, or are you getting there but just not getting a hit in?

If it's the former then it's probably mostly a traversal issue and the best way to handle it would probably be to skip to PoF (or one of the three most recent expansions) and get some mounts with masteries to help you get around faster, but you could also play Thief with Shadowstep and a Shortbow or Elementalist with an offhand dagger and Lightning Flash, or even Mesmer with Blink and zip around like that using skills.

If you're getting there and just not getting kill credit, then the best thing to do is probably to play something that gives boons in a wide radius, since you'll get credit for things that are killed by people under the effects of your boons. Herald is the classic elite spec for that since it just pulses boons out in a huge 600 radius, but if you're only playing core specs for now then Guardian is probably the next-best thing using Shouts that give boons on the same 600 radius.

I think buying some Berserker gear off the TP for pennies (Zhed's, Nika's, or Devona's depending on armor type) is probably better for most of these than Celestial, but it wouldn't really matter and the Celestial might work out in your favor if you're trying to get credit through boons.

I don't think doing more damage will help you in open world, especially if other people are blowing shit up before you can tag it. Thief isn't great with Celestial stats, but the mobility can really help you get a few hits in before the vultures show up. Shortbow and either sword or dagger mainhand and dagger offhand. Guardian sword/torch greatsword makes better use of Celestial stats with both power and burning damage and heals off trained mantras, and also has reasonable mobility between permanent swiftness and a few leaps/teleports. You can also go with scepter and staff for ranged tagging.

Which boon or mechanic causes skill 1 attack damage to ramp up infinitely like this? I started at like 3k and it went up with every hit, but resets if I use other skills or interrupted the auto attack. It was thief shortbow but I also see it on other classes
