You're currently on Tier 1/4 and when you get another one of those items needed for the collection it will upgrade into Tier 2/4 since you cleared the amount required for current objectives. It's convoluted, so don't pay too much mind towards it and just focus on filling out the components you will need for your legendary. If you haven't looked at it yet, I would suggest to check out the wiki for help
