He unironically has a bad matchup into most of them and I find he works best if you abuse his pull to not just yank people into pits, but playing with your team and pulling a dps, support or even tank into your team to kill them. He works extremely well with Gambit ult, Venom or another diver in general as this allows him to make good use of chip damage (or delayed damage when Venom hooks his tendrils in 'em) to secure kills. Last thing I'd like to touch on is spawnkilling is very viable on him too so long as it's a character you can effectively 1v1. Without additional healing from another support and what not a hit and run playstyle works very well, so if someone dies early who isn't a tank swinging into the back to spawnkill them before rejoining the fight can do wonders too. I'd go into more detail about specific things if I weren't wage slaving right now so if there's anything specific you want to ask I can give my input on it using my own experiences.

It might be better for him if pissing people off with him caused them to counter swap to a bad character but all his best counters are also counters for everyone else too. Which is a huge separate problem.

Rogue's kit is very packed but it's probably fine if not every future hero has such a huge kit. She's listed as five star so it makes sense, but if every future addition has a super packed kit like her then it's gonna make all the older heroes feel underbaked. Though then the argument comes that newer heroes feel undertuned/rushed compared to the five stars.
