That other Archon who was the judge at the trial, Nazrakhei is from the Black Heart and was trying to push on the Reaving Tempest (Yremeryss and Marazhai kabal) to take them over. Marazhai figured they were fucked and Yremeryss rebelling would go over horribly (it would) so he came up with the idea that if he made a deal with Nazrakhei to dethrone Yremeryss (who was trying to kill him anyway because she had her own schemes and wanted to get rid of him and his supporters) he would get to be in charge and the Black Heart would leave them alone because Marz would be more loyal. However Nazrakhei had only ever wanted to destroy the kabal completely so he double-crossed him anyway. Ironically this turn of events creates the only scenario in which the Reaving Tempest can survive because Yremeryss and Nazrakhei both fuck up so badly Marazhai gets to look good by fucking them over with your help. Deldar politics are funny.
