It's not exactly plausible for any civilized group to send hunting any farther than a couple miles, they're not sane enough for that. The Lizard's kept somewhat of a surplus, but even that is mainly due to few large heavy hitters(who, coincidentally, also happen to be reptiles). She would not send them out even as far as Waterfall and expect them to return. The promise of relatively minted Royal Guard, surplus from those who believed Undyne could keep the world out forever would be too good to pass up.
