Like widow getting healing shots to make the 3 DPS team-up function by letting her heal when necessary. The wolv bonus should let him be tankier so that no matter which role is getting the 1 its not truly alone. But the team comp doesn't actually have synergy amongst each other because the bonuses aren't enough to make them worth altering their base playstyle.
Or the mantis team-up where it should be that having all 3 means you don't need a third, main healer so you get to benefit from the big damage. But buff to runes doesn't do anything for that and the wild wall is so mediocre with its range that you still need the third healer so you end up with half a bonus.
Blade/MK probably is good if brawl was ever actually around instead of poke being way better.
Only other hero shooter that did talents was paladins (unless OW did some stupid shit later down the line) and even then one build just becomes standard 95% of the time, expected for you to do when you pick them and is balanced around.

Many different heroes can play support in a moba, but in a hero shooter they need to be able to heal. Same deal with a vanguard or duelist, a Moon Knight can't compensate for a lack of Strange or Mag.
This can also result in team-ups that are bad and ones you don't actually want. Strange has no gameplay synergy with Scarlet or Magik, they don't care about his barrier at all and won't hide behind it. Angela+Thor is now 2 non-defensive tanks with no actual synergy. Etc.
These shitty team-ups are more added for flavor, but have actual gameplay impact and with this structure are severely restrictive.

It's 10000x better to just have the player always be able to choose which additional ability or passive effect to have active. Team-ups are just fucking bad design.

That's my point, the team up should change how they work to cover for the weakness. Angie and thor are both bully off-tanks so the team up should give on of them the ability to main tank to cover that weakness. They're still mostly about diving in and dragging the team around but do some shit where angela's shield becomes strange tier when grounded so that the team can push up main enough for them to push the enemy frontline back physically.
