It's very difficult to prove without data mining (RIP Symthic) but from what I can tell from spraying the firing range over and over, only the lowest tier grips actually suffer form their ADS moving spread penalty. The mid tier grips are a wash as the grip's overall spread improvement cancels it out, and the higher tier grips overpower the penalty and make your moving spread better. So there's no point in spending points on a light barrel or blue laser unless you're specifically going for that stat, just use the points on a higher tier grip (stippled stubby my beloved).
