I'm convinced the PC version has microstutter not present on the console versions. I have the game both on PC and consoles and there is noticeable microstutter on PC, especially during heavy effects. You could also test with different settings, cause upscalers can create a feel of stutter when the scene is cluttered, but the game could still be running at a locked framerate and frametiming, therefore inputs may not be affected.
Anyhow, pros usually complain about the game on PC and they claim that you need specifically to "warm up" to it (notably Arslan said that).
Still you may want to get checked anyway, just to know why you claim things without any proof!
