I like devour hope, sure it gets cleansed before it has any value in like 80% of my games. But when it lasts for the full 5 tokens nothing feels better than bumping into a guy with 0 hookstates, instadowning them and then executing them on the spot.

Low tiers like Trapper and Skull Merchant should be buffed.The basic idea is the game's balance is gimped right now because of how varied killer power levels are.
