She's an absolute menace on the battlefield and i love watching her work, the moments where her sadism takes over are when she's truly in her element. But still, she mostly terrorizes those who deserve it in some way, almost never acting out against those who are innocent. The puppets are my favorite example, since they've thrived on making people suffer, so my wife simply made them suffer more in return. At the end of the day though, her top priority is always her friends' well-being, so there were moments when she used violence against random people, because she felt like time was of the essence, like in pic rel, hence why i say that she doesn't mind following laws and "playing nice", until she feels like those things become a hindrance.

Touhou itself heavily relies on fan input to let fans fill gaps in the story promote fantasies about the characters, but Kasen's story is mostly contained to her manga which I followed as it released and ZUN isn't known for making any manga sequels save the fairies manga. I expect Kasen appearing in a game again would only be a freak stage boss in a mainline game (kind of like Toyohime) if she isn't relegated to an ending like in Touhou 17, or as a "guest character" returning for a new Tasofro spinoff. Even then, her character is reslly well-established and might not really have much room to mess her up without just retconning things.
