A running theme of the Fallout series is to explore the interesting places where people settled down and rebuilt society. I don't think there's any of that in New Vegas. It's all pretty bog-standard. New Vegas is the same as it was before the war. The closest we get to something like that is the origins of The Kings.

That sort of stuff really impacted people's first impressions I think, but I think that sort of "cult classic" comeback is what embodies what the NV team succeeded at creating: a satisfying rpg that's a blast to come back and enough depth to find new stuff for years despite cuts and setbacks.
