Devs made Valley IV pretty straight forward desu; 3 batteries, Buck A/Citrone A, and then Buck C. It's the natural conclusion to make, since purple batteries are the most valuable resource, so you try to produce the most of them first. After you do that, you then realize you're out of orange ore, so then you ask yourself what you can produce with the rest of your blue ore, and that's Buck A/Citrone A. After that, all that's left is your purple ore, and you can make Buck C with that. You do that and then everything is used. Then you can metatransfer (not storage transfer) blue ore from Valley IV to Wuling, and you're all set.
