I use "WebMConverter-3.34.0" which is "webm for bakas", formerly "webm for dummies/lazies" or something like that. It's really easy and I think it was made by anons, because the previous one at least directly mentioned 4chan when 4chan added the new, more efficient codex as a thing that you can upload. Just download the YouTube video (or Twitter video, if they didn't upload it to YouTube) and then "Trim" the parts that you want, and "Crop" it if necessary (like I did with the OP). There is a box you can check to force the program to create an output that is <4mb so you can upload it to 4chan, but you should only check that box if it's going to create an output that is above 4mb. You'll get a feel for whether or not the .webm will be larger than 4mb after a while. Depending on how badly the force 4mb output starts to generate artifacts, it might be better for the quality of the .webm to instead reduce the resolution to 720p or maybe even 480 if it's a longer clip.

What I do is find either a good starting place or a good ending place, then I screenshot it, then I rewind or advance (depending on whether I started at the end of the animation or the beginning) until I find a matching frame. Also, if the animation loops, such as Tiph's idle battle animation, you need to clip the webm to be 1 frame after (or 1 frame before, again depending) where the animation starts. If you end the video on the same animation frame as where the clip begins, you will be duplicating the 1st frame of the animation, so there is a slight perceivable "lag" in the animation loop. Hopefully that explanation makes sense.
