This is one of the places where manga beats or flops to comics hard, see manga are done entirely by one person who is either self funded, funded through commission, or through a company. Typically these mangaka have full creative freedom or work with limited oversight from their publisher and the only hangups they have are their individual skills and schedules to draw. That's why hiatus are a thing in Japanese comics, because it's all ultimately down to one person. American comics on the other hand, especially from publishing companies have entire teams behind them working with relatively stricter oversight and the comics creation comes in steps. First the story has to be written by writers who then have to get the okay from their publisher and various organizations that the story is okay to go (Sega themselves, American ratings boards, etc). Once that's good to go they send it to their art department where someone gets to draw it (this takes some time to get done), and then that has to be edited, revised, finalized, inked, colored and stitched together. Keep in mind that this requires a lot of back and forth to make sure everyone is okay with the product. THEN once the comic is finalized, the comic moves to production where the amount of prints is finalized, where it's shiped to, and who gets a cut of what and THEN the comic goes out for sale. Basically the process requires a lot of moving back and fourth and that takes time as opposed to say, manga, where it's more of a "it'll be out when it's out, our mangaka broke his wrist climbing a fence so we have to take a month"

I think the biggest issue with IDW when I compare it to boc is that it has a hold over issue from Archie. Archie tried to ground the characters too much, which sounds weird to hear right because of how wacky and crazy it could get but the thing is that the characters themselves were very mundane. The world was exciting sure, whimsical even, but the whimsy was external. It was high technologies and space rocks and cosmic rays and interdimensions. They TRIED doing some internal whimsy with tails and magic but that fell off pretty immediately, they tried doing it with chaos control but by then it was too late. The problem with the comics is they keep trying to make the characters mundane for no reason. BoC isn't afraid to show sonic doing cartoon shit, or anime shit, and pretty regularly too, idw hesitates to give the series any sauce and would rather edge the readers with monotony until they have a reason to do a big impressive two page spread and that's pretty common in super hero stories nowadays, the obsession with the day to day of these larger than life figures, but these writers can't write outside their own perspectives on life so these characters can only ever be as interesting as they are, which is to say not fucking very.
