The problem with Victor is that despite everyone buying counter items he could still run towards your like an angry gorilla and kill at least two before dying his first life all the while allowing the enemy team to hunt you down or take objectives. Unlike a CC heavy tank or annannoying Apollo you couldn't just ignore him while trying to get his team, you HAD to focus this meaty life steal juggernaut unless you could lock him down like Doorman.

The PROBLEM with victor is that his counters are unintuitiveyou look at this hero that is constantly healing and think "oh, I should buy antiheal"except his 2 cleanses the debuffs from antiheal, so you should actually get silences and/or cursed relic PLUS antiheal so he can't cleanse with his 2This unfortunately leads to a lot of item investment just to counter one hero. Compare this to haze or other m1 heroes who you just buy metal skin or disarming hex to completely cuck, or slowing hex against mobile heroes, or knockdown against flyers, dispel magic against heroes that inflict debuffs, etc.>but if you're in a coordinated team this isn't an issuemost of your games will be uncoordinated unless you're always queueing with a group. This happens all the way up to eternus. There is also a greater issue that sometimes counter items just give useless stats for some heroes, or those heroes are way too item dependent to do things. Realistically, the best heroes to build counter items on are supports like Rem, Paige, Dynamo, etc. people who have kits frontloaded with value and don't need much else in terms of stats, or heroes like Lash who do crazy damage in lane but don't scale as well into mid-late game and become just CC bots.Anyway tl;dr remove Victor's innate cleanse so his counters are much clearer.
