While Playtime Co being retarded and evil could have just tried turning orphans into them, I think a more interesting angle would be that the Prototype turned various members of the staff into them. That would maybe help balance the weird disconnect in treatment between Ms Gracie and Preston if there were more abject suffering experiments as well.
