EXs normally cycle through on a set rotation order that's rolled randomly at the start of the fight and no EX can be reused until all 6 have been used once. The exception is if something dies, every death rerolls the EX order and can result in an EX that's already been used being reused early, but it's pretty rare for the stars to align in just the perfect way that would make this actually matter.
