It only looks low compared to a rossi ult being giga amped, but when you'e not one-shotting bosses for screenshots, and future proofing rotations in general, you're more interested in the long term looping damage profile. When you factor in playing through subsequent 20s windows without ults, getting that for 50sp is extremely good.Short downtime on rossi's self-buff is not a huge concern either. This game is more about lining up damage windows than sustained damage output so losing the buff for a period where you'd just be basic attacking is hardly noticeable.
