If I studied Japan media history I would probably discover it's something deeply rooted in their pop culture, like you're always supposed to try to excite the audience and subvert expectations. The meta aspect of it being done so often the subversion becomes the norm is just not a factor creators consider, they seem to ignore it altogether.
