Laziness. Path of least resistance. It'd be hard to use one of the existing muse candidates for Xiao's muse. It'd be much easier to make an OC as a muse. Yes, it'd be an asspull. Yes, it's sort of a violation of Chekhov's gun and conservation of narrative. Yes, it'd be like a murder mystery, where the clues seem to steadily be building a winding case towards the doctor doing it, only to introduce a totally new character at the last chapter who did it instead.

While they'd be way more interesting, Mytyl and Zonda introduce all sorts of issues. If Xiao's doing anything questionable, Mytyl or her projection aren't going along with it, and Xiao's going to have Copen hunting his ass. Not ideal.

For Zonda, sure, getting Eden involved is a plus, and she would definitely help Xiao screw over Gunvolt, but she has her own agenda. She's way too strong and dangerous. Muses are typically extremely passive characters. They just do whatever they're told, get captured by the villains, rescued, that sort of stuff. Even Lola is servile, once you get past her spunky attitude. That does not apply to either Mytyl or Zonda.

Xiao probably did have a close connection to Zonda. He probably was the missing Eden member. That was probably why he brought them up in the secret ending. But that was over 10 years ago. INTI has rewritten him since then, if they care to even use him in GV4.

About the only MM discussion we get nowadays is bitching about Crapcom. It's depressing. I want to see games that people get excited about. I want to see a Megaman that people go nuts over, talk about in detail, and look forward to playing. Something that they get attached too, and excited to see what will happen next. But everyone shrugs when Megaman Overdrive comes up. It's not really their fault. Capcom's burned this community over and over. There's not a lot of background stuff to discuss. Characters are static. The most discussed classic Megaman to this day is the one that went into Wiley and Light's background for a reason.
