Older ones you had are hard-capped at level 80, while new drops are 90 and have the potential to become stronger than your previous maxed 80s, and you need to max your new 90s if you want to get to any meaningful content, or even do patrol shit because they rebalanced destination and daily commission enemies for the new artifact bonuses. You also have to raise their 'star level' which can range from 1 to 5. Getting far enough in a season means you can get 5-star 90 artifact drops, and it is heavily implied to have to grind for them because raising stars requires an ultra rare resource which you are unlikely to have in massive amounts if you are f2p. Regular weapons require cheaper resources, but newer drops were reworked to a different system where you have to first get a weapon with mythic perks and then upgrade them perks through getting donor copies of a weapon with said perks. Exotic weapons are more straightforward but require another resource which is annoying to farm.tl;dr: Rising introduced lots of QoL and good stuff interlaced with shitloads of grind and soft sunset.

Now that the dust has settled, I can definitely say that Duality has my favorite gear of any activity. The game is so saturated with fantastical, overdesigned armor sets that heavily armored military is a breath of fresh air.

Weapon perks should also revert to a D1 style system where some perks are no longer perks and just augments like Explosive Payload and EP shouldn't increase damage like in D1. Armor set bonuses are kind of a nice system but I think just copying a D1 style unique extra armor perk on Raid armor with some being usable outside of the raid would be a better system. There is a ton of shit that just needs to be removed systematically from Destiny 2, I could honestly make a whole novel about it lol.
