You're just going to end up with very committed and skilled people playing dogshit specs doing the highest level keys -1 in comps that likely would be 4x meta 1x offmeta. You'll still need to be able to do those hard dungeons unless you buy a carry. And unless you have a group you'll hit the 'note tip' resil filter fast since people will know you're desperate for io and likely getting ignored in lfg over meta specs.

Beloren and Lura are an entirely different tier of raiding entirely. I think most guilds will just stop at 7/9M and be happy with it. If the mythic flex experiemnt is successful and they allow flex raiding in 12.1 it will drive mythic numbers up the sky.
