I think they overcorrect in GV3 where he's too regretful, though, and doubts if he stood on the right side, but I think some guilt and PTSD does a lot to make GV feel more like a person. It's always been an issue with GV writing where his enemies feel more like people than he does. Maybe I am missing the point though, and GV being an empty person is what they wanted.

Tsuda vetoed them, and then wrote up Quinn, who he purposefully wanted to be boring to contrast the adepts. He also wanted her to be like classic shōnen heroine staying in the kitchen, emotionally but not physically supportive, chaste, and completely separated and innocent to the violence. There are some early trailers where she played an active role in some stages putting herself in danger to assist Gunvolt that were removed later on, because again, they wanted her to be completely separated from the action. She doesn't have a badass bone in her body. In classic shōnen, it works because women are generally not fighting, but in Gunvolt, you have a lot of female combatants, down to a cute loli, so it just makes her look lame. Tsuda is no longer head director of Gunvolt as of GV3, so that's probably why she got the shaft. Tsuda would have given the shaft as well, because Choujin never settles down, but it probably would have involved dying tragically.
I can't think of any other Classic game that's had an official subtitle like MM12, at least internationally. I know they usually do in Japan like MM3 is called "The End of Wily."

They think they can be members of a group who mass murder innocents and not suffer any consequences? I don't feel sympathy for anybody in Gunvolt's way and those kids would grow up to be more crazy murderous adepts.
