If you were a Fallout fan in 2004 when Black Isle closed down and Interplay’s offices were shuttered, you would’ve gotten Fallout: Tactics in 2001 and Brotherhood of Steel that same year. Not perfect, but at the very least they were (single-player) Fallout games. And also, bear in mind, Fallout 2 came out in 1998. We’re further now from the release of Fallout 76 than they were from Fallout 2 in 2004. The technological leaps of the time made looking forward to every new entry a joy. Now look where we are. Almost 8 years since 76, 11 years since Fallout 4, and 15 years since Skyrim. The last Bethesda release was Starfield, no hints of an active Fallout game in development. Only rumors are of a fucking remaster. If you had a child just before the release of Skyrim, they would be old enough to have sex and drink in many countries. RPGs are dead and so is everything else. A lot happened back then in the span of only five years. They had more to look forward to then than we do now. Don’t pity Interplay Fallout fans, they had it fucking good.

Most of the “clunkiness” in New Vegas comes from the RPG mechanics, like your weapons having noticeably more sway if you have a lower Guns skill. That’s completely intentional and a byproduct of 3 turning Fallout into a 3D FPS/RPG. New Vegas still has all the hallmarks of modern FPS design (iron sights, crouching, weapon mods, crosshairs, etc). You can even SEE how New Vegas adopted the trends of modern FPS games because Fallout 3 didn’t have things like iron sights or weapon mods.
