It can thank some alignment of stars for miraculously launching it at the top of Steam and Twitch charts for weeks to months, unfortunately that led to AAA expectations that still linger today. Yet, from that HUGE gap, I'd lose it all down to 0% boosts on all of that. Unless you intentionally grind routes like a nerd, few people will finish the expedition shit early. Especially because leveling your character and raider den are more fun and important for each season. They already admitted few people do the expeditions; giving permanent boosts would give more of a lasting reason to do it.
