I know some people excuse boneheadedness or bad acts as kids with too much power being kids, while others say they're all adults because it's anime. In MM, it's pretty easy. Classic, BN/SF, and Legends characters are treated in game and seen by the audience as minors, while X, Z, and ZA characters are seen as adults.

It's not in character for many of them to go that far. Merak and Teseo would grovel, and it's OOC for Viper to do death matches. It's OOC for Desna to have jumped straight to killing Copen (she can restrain people), but she does in game despite her dialog implying that she doesn't want to. Dragon Savior and ATEMS are also "fighting to the death," even in the ATEMS DLC where it makes no sense for the Dragons to be trying to kill instead of subdue ZED. I think this is partially just a gameplay abstraction because they can't represent varying degrees of threat escalation properly in a 2D score based game, and partially because GV just kills most of his opponents in a flashy way before they could surrender (or still goes through with it even if they were ready to surrender), like he did in the anime. In the anime, Merak looked pretty despondent and ready to bolt when he realized how outmatched he was, and GV still killed him, and anime Merak hadn't shown himself to be a massive douchebag like the vidya version yet either.

The villainesses in GV1 and GV2 are remembered fondly not because of "evil woman" and good designs, but because they have off-beat, magnetic personalities. There's a lot wrong about them, but they're not completely evil, possessing good traits to contrast the bad ones, and they have a sense about them of the potential for internal conflict and character development, if they didn't immediately die. This is probably one of the reasons people get the feeling that they were "wasted." Aside from Kirin and Joule, the good girls tend to just be nice, supportive, and passive, and because they're so well-put together with virtually no problems or agency of their own, they end up feeling static, and thus uninteresting. They are the ultimate orbiters. This is by design, as you cannot have a heroine with issues and agency without sacrificing GV or Copen's story since the runtime is so limited. I think Tai even hints about this in a few of the Creator's Notes for the drama CDs.

Reploids make all the decisions and control everything, so Maverick revolt seems really dumb in such a context. Like the Resistance in Command Mission had some decent points and didn't even kill the humans, but then showed they were massive hypocrites by running a death camp for reploids who didn't tow the party line. And unlike GV or MMZ, they don't ever make you feel the oppression that these mavericks are facing; they just say they're being oppressed, so it's hard to sympathize with them.

They often seem to try to make them thematic or tied to the character, like Gibril's support IPs trading health for damage, or how Copen adds to Kirin's card count.All the 130 cms have support abilities that related to Kudos in some way, and they all synergize off of each other extremely well:Joule's IPs give hefty damage boosts the higher your Kudos level is. Maybe it's to reflect how the one thing that gets GV the most enraged and destructive is when somebody messes with Joule. One of the best IPs in the game, especially when combined with any of the other 130 cms.Mytyl's IP lowers the Kudos lock penalty. Maybe it's to represent how she's capable of healing? Don't know.Layla's IP allows you to skip a Kudos level. Really only useful if combined with Joule's IP or you really like Traces. Ironically, Reverie Zonda has the worst synergy in the game with Tenjian's IP, and the best with Kirin's and Copen's.The Golden Trio would be Joule-Mytyl-Zonda. Fill GV up with those three (double up if possible), and you'll hit 6000 Kudos quick because of Zonda, gaining the highest tier of Joule's buff. Even if an enemy hits you, because of Mytyl, you'll only have a tiny kudos lock. Sometimes, the kudos generation is so high and the lock so low you can literally facetank bosses as Joule chunks their health down.
