I know you're doing it all for the story, but if the problem is characters doing romance and stuff on the wrong characters, I'm pretty sure Romance on the Rim has the solution to it (or at least I think it's from Romance on the Rim). It should have a few Precepts that you manually add in that can make it so that break ups are forbidden, romances are arranged (no auto-romance, only what the player decides; always 100% for player decision), etc.. But you could also go total wacko Sims style by setting all such settings to Encouraged, so pawns will fling and cheat with each other like mad and such.
