I genuinely don't care about exploration in Elite Dangerous. That has come and gone, and all I see with regard to exploration as gameplay is people desperately clutching at the shadow of a long dead idea. From reading the guides I know I want both a surface and an orbital refinery to source materials
I kind of want to build the orbital as an Asteroid Base (they're cool), but if I have it right I'll miss out on the 140% base refinery strength (and 140% industrial) from orbiting a Rocky Ice World.
My question is, how bad is this hit going to be? I'm only going to use it to build up the rest of the system, not make a mini-bubble, and I'm willing to take a small hit for the asteroid aesthetic

As long as you keep extraction from surpassing industrial or refinery in the top two slots, you should be good. How many slots are on the planet? If it's just one, you're screwed. Two you can at least build a refinery hub to keep refinery as the #1 slot, three you could also build an industrial settlement to make sure extraction stays in third.

How bad is Ext / Ref / Ind (in that order)? The surface outpost is going to be Ref / Ind / Ext, but it's going to be almost impossible to get an orbital Asteroid base to have Refinery or Industrial higher than Extraction. Well Frontier isn't going to make a new Elite game I believe, space sims aren't as followed as they were back in 2015-2016.
