But the average is much, much more consistent despite having more RNG with shops and the like because there's a level of adaptation you can make in a lot of cases.

Not having fans for the ult upgrade is one, but think of someone like Tama who has a lot of career races compared to everyone else, and she has to pay in energy to run them too. It sucks ass. And those balls, they don't go where you want them to most of the time. So it's like praying for double luck because the training is worse. Just rainbows isn't enough. Just blue balls isn't enough. You need both to show up in the right place which increases the amount of luck you need even more.
