There are plenty of SEA and Slav artists who will do you good on the cheap, although I would avoid russians and there's risks if they're very ESL (same with commissioning Japs). I've had very bad experiences with other Yurop artists especially from France, UK, and Germany so I stopped commissioning them. If you find a good USA, Canadian, or Aussie artist that you like with nice pricing, cherish them.
