The part one units ost year were revealed on the 20th or 21st and I’m pretty sure it was during the fan meet-up.

The best way to use kid buu seems to be to hide him as much as possible so that you keep the 70% DR as late into the fight as possible. He becomes a slot 2 unit after he's down to 50% DR.

I think it's more a matter of what they're allowed to do with the license or not. They can make shit up for character attacks (probably with lengthy approval) like the 9th anni gogeta, but can't really do new forms or other things requiring new designs. It would explain why we see attacks from the manga but not ss1 goku black or something.
Even s0's what ifs were mostly constrained to these limitations, and exceptions like Gohan Black were kind of underwhelming due to budget and time constraints

I still like the INT and TEQ SS2 Goku and Vegeta and I'm glad their EZAs are good but I distinctly remember being disappointed that they went SS3 with Goku and didn't just make them SS2 vs MV.
